The first keyword research report I ever saw for a Dubai client had 4,000 rows in it and was useless. Every row had a volume figure, a difficulty score and a CPC. Not one row said anything about who was searching or what they wanted. The client published thirty articles against it and ranked for none of the terms that mattered.
Keyword research for the UAE market is not a bigger version of keyword research anywhere else. It is a different exercise, because the inputs the tools rely on are unreliable here.
Why the volume figures lie
Search volume estimates for the UAE are derived from smaller samples than in the US or UK. A keyword showing 90 searches a month may really be doing 300. A keyword showing 0 may be doing 40 — and those 40 people might all be buying.
This has a practical consequence. Volume cannot be your primary filter. If you sort a UAE keyword list by volume and cut everything under 100, you will delete most of your revenue.
Instead, filter by intent first and volume second. A query like “corporate video production company Dubai price” might show 50 searches a month. Every one of those fifty people is shortlisting suppliers. Compare that with “video marketing tips”, which might show 2,000 and convert nobody.
Start with the money queries, not the topic
Most content strategies start with a topic and work down. In the UAE, start at the bottom of the funnel and work up. There are three reasons: the pages convert immediately, they are usually easier to rank than the tools suggest, and they tell you what language your buyers actually use.
The bottom-of-funnel patterns that work here:
Service plus city: “SEO agency Dubai”, “fit-out contractor Abu Dhabi”, “orthodontist Jumeirah”
Service plus price: “how much does a website cost in Dubai”, “Google Ads management fees UAE”
Comparison: “HubSpot vs Salesforce UAE”, “Meta ads vs Google Ads for clinics”
Regulatory or logistical: “trade licence requirements for e-commerce UAE”, “DHA advertising rules for clinics”
That last category is underrated. UAE buyers search compliance and process questions constantly, and almost nobody serving those queries is selling anything. Owning them buys you trust before the commercial conversation starts.
Local modifiers: get specific about geography
“Dubai” is the obvious modifier and the most contested. The ones that work are narrower.
Community-level terms convert unusually well here because the city is organised that way in people’s heads. JLT, Business Bay, Al Barsha, Jumeirah, Dubai Marina, DIFC, Downtown, Deira, Sharjah, Al Ain, Abu Dhabi. Someone searching “physiotherapy Dubai Marina” has already decided where they will travel to.
Free zone names matter for B2B: DMCC, JAFZA, DIFC, ADGM, Dubai South, Sharjah Media City. A B2B service page that mentions the free zones its clients operate in picks up a long tail that no volume tool will show you.
Also worth mapping: “near me” behaviour, which in the UAE resolves almost entirely to the map pack. If your category has a physical location, local SEO and map ranking is a separate workstream from your blog.
Arabic keyword research is a different research project
The single most common error we see is running English keywords through a translation tool and publishing the result. This fails for three reasons.
First, Arabic search behaviour uses different phrasing. Users often search in Modern Standard Arabic but speak in Gulf or Levantine dialect, and the gap between the two is not something a translator resolves.
Second, transliteration is everywhere. Many UAE users search Arabic concepts in Latin script, or mix languages inside a single query. “afdal clinic Dubai” is a real pattern.
Third, the competitive field in Arabic is far emptier. Queries that are brutal in English are often winnable in Arabic in a fraction of the time. For clinics, property and government-adjacent services, this is the largest unclaimed opportunity in UAE search.
The right approach is to build the Arabic keyword set natively — from Arabic autosuggest, Arabic SERPs and native speakers — then map it to your English clusters, not the other way round. That is a content and design problem as much as a translation one, which is why we build bilingual sites with right-to-left layouts and hreflang from the start rather than bolting Arabic on afterwards.

Cluster before you write
A single article rarely ranks in a competitive UAE category. A cluster of eight to twelve interlinked pages covering a subject properly does.
Build clusters like this: one pillar page targeting the head term, then supporting pages for each sub-question, each linking back to the pillar and sideways to two or three siblings. The pillar earns authority from the cluster; the cluster earns relevance from the pillar.
Roxana Aesthetics is the clearest example of this we have shipped. Seventy-two treatment pages, each targeting a distinct query, all interlinked, all written inside DHA advertising rules. No individual page would have ranked alone. Together, they moved enquiries up 310 per cent.
If your content plan is “one blog post a week on whatever seems interesting”, you are producing orphan pages. Stop and build a map first. That is the core of a working content marketing programme.
Read the SERP before you commit
Before writing anything, search the keyword and look at what Google is already rewarding.
Are the top results service pages or blog posts? Match the format. Trying to rank a 2,000-word guide where Google wants a service page is a common and expensive misread.
Is there an AI Overview? If so, your page needs to be structured to be quoted: clear question headings, direct answers in the first sentence beneath them, and factual specifics rather than hedged prose. This is the mechanic behind generative engine optimisation, and it is now part of standard keyword research rather than a separate discipline.
Are the results dominated by directories and aggregators? That tells you Google does not trust individual businesses for this query yet, and you will need supporting authority before you compete.
A workable process
Pull competitor organic keywords for your three closest rivals. This gives you a validated starting set rather than a theoretical one.
Layer in autosuggest, People Also Ask and Reddit or community threads for phrasing your competitors have missed.
Build the Arabic set separately, natively.
Tag every keyword by intent: transactional, comparison, informational, regulatory.
Group into clusters of eight to twelve.
Assign a format to each: service page, comparison, guide, FAQ.
Sequence by commercial value, not volume.
Publish the bottom-of-funnel cluster first.
That is it. It is not complicated, but it is genuinely more work than exporting a tool report.
What to measure
Track non-brand impressions by cluster rather than by individual keyword. Clusters move together, and looking at single-keyword positions in a thin-volume market will drive you mad with noise.
Then track assisted conversions. In the UAE, the informational article rarely converts on the visit. It converts three weeks later when the same person returns via a branded search — which is exactly why attribution built on last click undervalues content here.
