You publish the answers your buyers are already searching for, offer something worth an email address, and follow up in a way that is useful rather than pushy. The distinction that matters commercially is that inbound assets keep working after you stop paying, and interruptive ones stop the day the budget does.
Outbound goes to the buyer before they have asked: cold email, cold calling, display, paid interruption. Inbound waits for them to look and makes sure you are what they find. Most businesses in this market need both, and the useful question is the split, which depends on how long your sales cycle is and how much demand already exists.
A clinic publishing an honest page on what a treatment costs and what affects the price, which ranks, answers the question a patient actually has, and produces enquiries from people who have already accepted the number. That single page tends to outperform a year of trend posts.
