Dubai has an unusual density of marketing agencies. Low setup costs in the free zones, a large freelance talent pool and a steady supply of businesses with budget have produced a market where the difference between a fifteen-person studio and a one-person operation with a good website is genuinely hard to see from outside.
That is the problem this article is trying to solve. Not “how to find an agency” — you will find two hundred in an afternoon — but how to work out which of them will still be producing results in month nine.
Start by defining the job, not the agency
The most expensive mistake is hiring a generalist agency for a specific problem, or a specialist for a problem they cannot see.
Write down, in one sentence, what has stalled. “Our enquiry volume is flat despite traffic growth.” “We rank for nothing outside our brand name.” “Our cost per lead has doubled in eight months.” “Our site is four years old and the team cannot edit it.”
Each of those is a different brief and points to a different kind of agency. A performance media shop will not fix a slow website. A web studio will not fix a broken sales handover. If your one sentence is “we need more marketing”, stop and diagnose first, because you will otherwise buy whatever the first agency you meet happens to sell.
The questions that actually separate agencies
Most agency questionnaires ask about process and get rehearsed answers. These five get you further.
“Who exactly will work on my account, and were they in this meeting?” In Dubai this is the highest-yield question you can ask. Pitch teams and delivery teams are frequently different people, and the gap is often the whole story. Ask for names, ask to meet them, and ask what else they are currently on.
“Show me a client you named publicly, with the result attached.” Anonymised case studies — “a leading healthcare brand” — are usually anonymised because the client did not agree to be named, which tells you something. “What would you not do for us?” Good agencies decline work. If the answer to every service you mention is “yes, we do that”, you are talking to a reseller who will subcontract half of it.
“What does month four look like if nothing has moved?” A serious agency has a diagnostic answer: here is what we would check, here is what we would change, here is the point at which we would tell you this is not working. A weak one asks for patience.
“Can I see a monthly report you sent another client?” Redacted is fine. You are looking for whether the report discusses outcomes or activity. Impressions, reach and “posts published” are activity. Qualified leads, cost per acquisition and revenue are outcomes.
What things actually cost in Dubai
Rough, honest ranges for 2026. Treat anything far below these as a warning rather than a bargain.
SEO retainer: AED 8,000 to 35,000 a month depending on site size, competitiveness and whether Arabic is included. Anything under AED 5,000 buys you a report, not a programme. Our SEO packages page breaks down what sits in each band.
Google Ads management: typically 12 to 20 per cent of ad spend, or a flat AED 4,000 to 12,000 a month. See the PPC management cost calculator for the arithmetic.
Social media management: AED 6,000 to 25,000 a month depending on production volume. The social media packages guide sets out what changes between tiers.
Website build: AED 25,000 for a small brochure site to AED 300,000-plus for a platform with integrations. The website cost calculator will price a scope before you call anyone.
Full-service retainer: AED 25,000 to 80,000 a month.
A note on the cheap end. An agency charging AED 3,000 a month for SEO is spending perhaps four hours on you. That is not a moral failure, it is arithmetic.
Seven red flags
Guaranteed rankings. Nobody can guarantee position one. Anyone who does is either lying or targeting keywords nobody searches for.
No questions about your sales process. An agency that never asks how you handle enquiries is planning to report on leads it will never see converted.
Ownership of your accounts. Your Google Ads, Analytics, Search Console and domain must be in your name, with the agency granted access. This is the single most common way UAE businesses get held hostage at renewal.
A proposal that arrives in a day. Fast is not good here. It means the proposal is a template.
Portfolio work you cannot verify. Screenshots are not evidence. Ask for live URLs.
Contracts longer than twelve months with no exit. Six months is a reasonable minimum for SEO. Twenty-four months with a punitive break clause is a trap.
Nobody senior on the account. If the person you will speak to weekly has two years of experience, price accordingly.

Local knowledge is not a soft factor
Three things make a Dubai-specific agency genuinely different from an offshore one, and they are all regulatory or structural rather than cultural.
Advertising compliance. Healthcare marketing sits under DHA rules. Property advertising needs RERA permit numbers on listings. Financial promotion is constrained by DFSA and Central Bank guidance. An agency that learns this on your account learns it at your expense. Arabic as a design and search problem. Not a translation task. Right-to-left layout, Arabic typography set properly, separate keyword research, hreflang. Ask to see a bilingual site they have shipped.
Market structure. Knowing that Dubizzle and Property Finder dominate certain SERPs, that map pack presence matters disproportionately here, and that GITEX timing distorts Q4 CPCs — this is the kind of thing that only comes from working the market.
A sensible selection process
Shortlist three. Give all three the same written brief with the same success metric. Ask each for a paid discovery or audit — a few thousand dirhams well spent, because it shows you how they think before you commit to a year. Compare the audits, not the pitches.
Then check references by asking one question: “What went wrong, and how did they handle it?” Every engagement has a bad month. The answer tells you everything.

Common questions
Should we hire one full-service agency or several specialists? One agency works when your channels need to inform each other, which is most of the time. Several specialists work when you have an in-house marketing lead with the time to coordinate them. What fails is several specialists and nobody coordinating.
Is an offshore agency cheaper enough to justify it? Sometimes, for production work. Rarely for strategy, and almost never for anything touching DHA, RERA or DFSA compliance, where learning on your account is expensive.
What contract length is reasonable? Six months minimum for SEO or content, three for paid media, project-based for a build. Twenty-four months with a punitive exit clause is not a commitment, it is a trap.
Who should own the advertising accounts? You, always. Grant the agency access. Accounts held in an agency’s name are the most common way UAE businesses lose leverage at renewal.
